摘要

根據行政院之政令指示，國家公園設立初期之任務與方向在於落實公園之生態和環境的復育與監測工作，本篇研究嘗試建立短期之管理成效評量方式，並以此爲基礎建構未來中長期可用之管理決策評估準則。研究對象爲國內首座海洋國家公園，透過搜集國內外管理成效指標相關文獻，透過第一階段之專家意見篩選指標，第二階段以因素分析分群，AHP法與確定評分權重建立管理決策評估準則。確立短期間，最重要的工作首推海洋保育。海洋保育構面指標群之生態物種與污染監測指標在衡量方式上獲得具體量測方式。而根據四大因素構面中，因素權重由高至低依次爲「生態物種」、「規劃研究」、「經營管理」、「污染監測」。

According to the administration Yen's policy, the short-term objective of Marine National Park is to implement the task of reserve and monitor. Herewith, this study tries to establish the indicators measuring the management decision criteria of the first Marine National Park in Taiwan.
With collecting all indictors from relevant literatures and experts' opinions, this current study then has used the rigidly qualitative (Delphi) and quantitative methods (namely factor analysis and AHP), to result from the most properly indicators of management outcomes. Moreover, four dimensions of second tiers are decided and named as: eco and species, pollution monitor, operation and management, research and planning. For the short-term task, the indicators measurement of bios and species dimensions is most critical in terms of the management of Marine national park.
In this present study, some interesting findings and implications are found. For instance, the weights of AHP suggest that the eco and species and research and planning dimensions are the surface factors and consistent with the task of short-term objective. Finally, this current study suggests that the administration of Dongsha Marine National Park shall shed light on the development of ecological and environmental database.
