摘要

文化政策因為無法呈現出立竿見影的施政效果，所以向來不為政府所重視。1980－2000年是台灣藝術（美術）社會發展的黃金時代，此與台灣的經濟成長關係密切。但研究台灣的藝術（美術）社會發展過程中，發現政府在此過程中對藝術產業並未投注太多心力，主要是靠業者單打獨鬥。但隨著世界文化經濟的日益發展，政府晚近對藝術經濟才逐漸重視。綜觀1980－2000年代，政府對文化經濟是採消極的作為，直到2002年政府將文化創意產業作為施政重點，才有具體的作為（2010年1月通過「文化創意產業發展法」），但審視其內容，如表演藝術、工藝技術、數位藝術是其重點，視覺（美術）藝術產業受到的闗注較少，因此多數業者仍抱著自求多福的態度。為因應藝術經濟的發展趨勢，政府應積極的回應藝術產業希望政府協助活絡產業的需要，蓋要健全藝術社會生態，成熟的藝術產業是重要的環節，而此，以台灣的社會環境言，政府力量是最大的支柱。

The Taiwanese government is not paying significant attention to cultural policy due to the immediate outcome of the policy is not easily to be shown. From 1980 to 2000 was the golden age of the social development in the field of art (fine arts) in Taiwan which in strong relations with the country's economic growth. Yet, after research, it was found that during the developing process of Taiwan's art (fine arts), the Taiwanese government has not put too many efforts in art industry. Mainly, the artistic industry entrepreneurs themselves must fight alone against the struggle. Along with the economic and cultural flourishing all over the world more and more, the Taiwanese government pays more recent emphasis on it gradually. Looking at 1980-2000 era, the Taiwanese government took passive measures toward to the development of the cultural economy, until 2002, the government would focus on cultural and creative industries as a policy, only the specific acts (”Cultural and Creative Industry Development Act” was adopted in January 2010), but examine its contents carefully, we found that such as performing arts, technology, digital art is its focus, visual art (fine arts) industry is not under the spotlight. For the reason, most of entrepreneurs don't expect too much and still fend for themselves. In response to the economic development of the arts, the Taiwanese government should actively respond to the art industry is eager to assist in rolling up the industry. Furthermore, the government needs to take actions actively on providing a healthy art of social ecology. To achieve that maturing a sound art industry is an important part. Looking at today's social environment in Taiwan, the government is the greatest pillar of strength to make it success.
