從全球化探討網際網路時代的政策管理

摘要

隨著全球化之來到而日益增加的經濟相互依賴與資訊社會不但對國家主權產生了侵蝕的作用，也對未來政策管理的形式產生了革命性的變革。在本文中，我們強調全球化時代下，政策管理將跨越「國際」與「國內」的鴻溝，也必須兼具處理「公」、「私」、及「第三」部門事務互動之能力。同時本文也提出此種觀點之理論基礎與分析架構。為了因應全球化時代之衝擊，政府必須進一步透過電子化政府之變革才能處理網際網路時代之政策管理；而本文也針對此，提出電子化政府之特色與相關之政策管理。此外，我們也提出，網際網路的最後目的乃在於建立一個橫跨「公」、「私」、及「第三」部門的虛擬社群，並使其上的網際網路效應不斷增生，以獲取遞增性的報酬。最後，我們也檢討了全球化未來三種不同發展型態可能對政府所帶來之衝擊及相對之政策管理特色，並呼籲在全球化下，未來之政策管理將進一步提升科際整合研究之重要性。

The increasing economic interdependence and information society accompanied with the advent of globalization has not only eroded the power of state sovereignty and also projected revolutional change in future policy management. We stress, in this essay, that policy management, in the era of globalization, will cross the boundary between “international” and ”domestic”; it equerries the ability to deal with the complicated interactions among ”public”, ”private” and ”the third” sectors. To cope with the impacts of globalization, governments must equip themselves with Internet technology to strike for the coordination, cooperation, and collaboration of distributed agencies in delivering the value of the service.
Finally, we scrutinize three different types of the future development of globalization, and introduce their characteristics accordingly. In sum, this paper asserts the importance of interdisciplinary approach in the future study of policy management under the impacts of globalization.
