摘要
地方公共事務的推行不僅需充實提昇公民文化素養，強調制度的完善設計，對公共政策問題的對策性分析與批判，亦應是有效釐清共識的主要取向。共和主義(republicanism)的公民身分觀點以較現實的、互有取捨方式來尋求個人與群體的共識，提供了多元社會中對公民參與公共事務一種較恰當的思惟方式。 大部分的公共政策問題均屬結構不良的政策問題，須處理多元價值的衝突，故對公共政策問題的分析與解決，須強調形成共識的方法。在各種決策方法中，集體決策方法能整合各方意見及擴大民眾參與。但地方民眾能確實參與決策過程的集體決策方法仍屬少數，互動管理(Interactive Management, IM)為其中之一。 本研究概述IM的源起、應用時機、實施步驟及所產生之成果，再以實際操作之案例說明IM在形成共識及產生學習的效果，與在台灣實施的操作經驗和建議。並將IM與幾種主要的集體決策方法進行比較，以進一步了解IM的優缺點。 IM能有效整合多元社會中利害關係人之共識，是共和主義的公民身分觀點的具體實踐，可對日後地方重大爭議及地方發展規劃問題，提供經驗證有效的程序。

The promotion of local public affairs must be provided with perfect institution and methods for analysis. The republicanism offers a suitable interpretation of citizenship for pluralistic society. Many of the most important policy problems are ill-structured problems, and must deal with conflict of multiple values. The first step of structuring policy problems is to confirm who is stakeholder. While local government promotes local public affairs, the next step would be to build consensus of stakeholders. Among many decision-making methods, the group decision-making methods can integrate different opinions and expand the scope of citizen participatory. Although the group decision-making methods which exactly allow citizen participate the process of decision-making are few, the ”Interactive Management” (IM) is one of them. The study simply described the origination, using timing, procedure and products about IM. And explain the effect of building consensus and learning by cases in Taiwan. Furthermore, we compared IM with some major group decision-making methods to understand the merits and detect of IM. IM can effectively build consensus of stakeholders in pluralistic society. IM will provide an experienced and effective process for dealing with local serious controversy and the planning of local development.
