地方型社會企業運作策略與實踐效益分析：以新故鄉文教基金會為例

The Operational Strategies and Practical Efficiency Analysis of Local Social Enterprise: A Case study of Newhomeland Foundation

摘要

社會企業在近年來蓬勃發展，且被視為是非營利組織面對財務不穩定，提升自主性與工作服務能量的重要組織轉型模式。這類以社會公益為體，商業經營為用的社會企業模式，不僅有助於傳統非營利組織穩固自主財源，同時也可間接帶動相關社群的集體成長。為了深入瞭解地方非營利組織轉型社會企業的行動策略，及其擴散出的實質效益，在此本文將採取文獻分析、個案研究與參與觀察等不同的研究方法，一方面建構起分析社會企業實踐效益的分析框架，另一方面，藉由新故鄉文教基金會作為案例，具體探索地方型非營利組織轉型社會企業的行動策略、以及各項具體的實踐效益。研究顯示：新故鄉文教基金會採取「以社群組構為主體的跨域合作模式」、「長期陪伴培力的揉轉策略」兩項社區見學的策略，作為轉型社會企業的要點。在具體實踐效益方面，則分別體現在「經濟目的、社會目的、環境目的與社會創新」三個面向上。展望未來，新故鄉文教基金會除了在「經濟目的」上持續推陳出新，藉以穩固營運利潤，在「社會目的、環境目的與社會創新」三個面向上，如何更持續推動與擴大社會參與的連結，將是獲取社會認同與信任的關鍵課題，亦是組織持續運作的核心要件，如此才能彰顯出非營利組織轉型社會企業的價值與組織正當性。

The social enterprise is viewed as a critical form of nonprofit organization transformation. Actually, the financial autonomy and self-capacity of the social enterprise is more stable than nonprofit organization. Aims of this study are to highlight what kinds of strategies and practical efficiency that the local nonprofit organization chosen transform into social enterprise.In order to get the proposal well done, some research methods must be adapted, such as literatures review, case study and participant observation. In the case study of Newhomeland Foundation, I find that ”the social figuration collaboration model” and ”the long-term empowerment strategy” are core elements of local nonprofit organization transform into social enterprise. The practical efficiency of social, environment, and social innovation dimensions are very important of social enterprise to earn respect and social trust.
