Japanese Soldiers' Repatriation Liaison Department: Establishment, Operation and Social Impact in Taiwan District during Early Post-war

摘要

日本帝國政府與軍方在臺成立第十方面軍，防禦盟軍對臺發動登陸作戰。二戰結束後第十方面軍改稱為「臺灣地區日本官兵善後聯絡部」。本文撰寫之首要目的，即在於說明日軍轉變為善後聯絡部之過程，並析論國民政府如何透過該單位對滯臺的日軍部隊進行間接控制。臺灣地區日本官兵善後聯絡部除負責安頓日軍人員、移交武器外，亦需負責進行復舊工程、琉球與朝鮮軍人遣返，以及對臺籍軍事人員與眷屬施以協助。戰後在臺日軍給養由國府負責，其一個月的費用幾高達1,200萬日圓。復舊工作過去認為以海運為主，本文發現機場與電信設備乃是主要的復舊對象。琉球與朝鮮軍人並非與日軍同時遣返，後者快速復員，前者則成立臺灣地區琉球籍官兵善後聯絡部，經集中安置、組織後才得以返還。對臺籍軍事人員進行之協助主要為幫助親屬尋找從軍親人，並進行救濟金發放。善後聯絡部已開始向國府提出解決欠薪之要求。善後聯絡部對於戰後社會亦有貢獻。戰後初期臺民對滯臺日軍出現憂慮與恐懼。善後聯絡部對管理及穩定在臺日軍的情勢具有高度的影響力，使其不至於出現大規模騷動，臺人的社會隱憂才得以消除。戰後初期臺灣紳民與日軍所欲推動之臺灣獨立，也在善後聯絡部部長安藤利吉中將的反對下宣告中止。

In 1943, due to the attack of Taiwan by Allied forces, the Japan Government reorganized the Taiwan infantry Wings to a Division with 5 Divisions and 6 Brigades defending Taiwan and composed Japanese 10th Area Army. Post war, Japanese 10th Area Army became the Japanese Soldiers Repatriation Liaison Department in Taiwan district. The first purpose of this article is to discuss the establishment process of this department, and how it controlled Taiwan Army. The missions of the Japanese Soldiers Repatriation Liaison Department in Taiwan district were to settle Japanese Army, hand over weapons, rebuild Taiwan, send Okinawa and Korea soldiers back, and help Taiwan soldiers return. The most important mission of rebuilding Taiwan was to restore the equipment of Airports and telecommunications. Post war, Japanese Soldiers Repatriation Liaison Department in Taiwan district still had power to control Japanese soldiers; the military police and Japan Army court were also in operation. Thus, Taiwan society did not appear chaotic.
