This study aims to provide some differences of risk management of Taiwan's natural disaster including typhoon and flood, from the view of traditional risk management and social risk management in ”risk society”, which was proposed by German sociologist, Ulrich Beck, after reviewing the dramatic changes that occurred during the process of industrialization has recently become the focus of academic discussion. With this study, we realize that the root and the transformation of various risk management procedure, including economic rationality; risk rationality; risk perception; risk evaluation; risk communication and the choice of risk management method etc, can be clearly identified through the introduction of a whlesome theory. We would also emphasize the importance of social risk ethic in the relationship between right-duty in the risk society and the establishment of the behavior rules for individuals; society; government and medium in the disaster perils.
