摘要

本文由公共衛生的視角，檢視性工作者的工作權與健康問題，及其所衍生的健康威脅與處理方式，並由公共衛生界的關注層面，導入關於性工作者之職業衛生管理、疾病管理、愛滋病及其他性傳染病防治之議題，對此一族群作適當的管理與關懷。本文進而建議傳染病的管制機構應邀請健康行為科學之學者、衛生教育工作者共同加入防治性傳染病、愛滋病的行列，因為唯有安全性行為才是阻止性傳染病、愛滋病蔓延的最佳策略，而安全性行為需靠學校教育、社會教育來推動。本文更進一步建議衛生主管機構應予性工者作適當的管理與關懷，使性工者的職業安全衛生之管理、性傳染病之防治得以控管，以消弭性工作者健康不平等的現象。

Current public health debates have not adequately addressed sex workers' employment rights, health risks, or disease management. As a result, sex workers have received little support and insufficient care from public health institutions.
In this article, We make three recommendations for the public health community to improve access and care for sex workers: first, future public health discussions should include issues related to sex workers; second, public health scholars and educators should work with the Centers for Disease Control's HIV/AIDS and STI prevention committee-education being central to prevention; third, public health institutions should manage sex workers and provide them with care in order to reduce the risks and spread of infections.
