飛航管制人員甄選實務之檢討與建議

Review and Suggestions of Current Air Traffic Controller Selection

摘要


本研究之目的為瞭解塔台飛航管制員的職務內涵,以及工作上所需具備的專業知識、作業技巧、心智能力和其他特質,將憑此發展出適當的人員甄選工具和流程。 作者首先蒐集與職務相關的資訊和訪談資深航管人員,然後據以設計調查問卷,採用李克氏五點量尺,對50名現任航管人員探討其專業知識、作業技巧、心智能力和其他特質等職能與他們工作勝任程度的相關性,並依其重要性羅列出有決定性的關鍵職能,最後經過專家會議的程序而以確定之。 經由前述的各步驟,本研究計得8項關鍵知識、12項關鍵技巧、22項關鍵能力,以及6項特質,最後作者比較本研究結果與現行甄選過程的異同,提出改進的建議。

Introduction. This study is to explore the tasks of air traffic controller (ATC) and the specific knowledge, skills, abilities, and any other characteristics required for successfully performing their job. Such findings will be used as a basis of developing some effective tools and procedures for selection. Methods. At first we collected and reviewed literatures on ATC and the background information. Then we interviewed with three very senior ATC for understanding their official duties, obligation, and work facilities using a semi-structured method. Secondly, we designed a questionnaire based on the previous literature review or field survey and distributed it to 50 ATC for investigating the knowledge, skill, ability, and other special features (KSAO) which were essentials of daily task. By means of these Q & A, we intended to find the correlation between their competency and KSAO. Finally, we defined the key job ability by reviewing and analyzing the results of questionnaire, which were confirmed through consulting with experts. Results. Totally, we found 8 special knowledge, 12 special skills, 22 special abilities, and 6 other characteristics are critical for ATC performance. Conclusion. Comparing the results of this study with the prevailing procedure of selection, we would like to present some suggestions for improving the limit of classical test tools by using computerized test battery in the future.
