摘要

台灣位居亞洲樞紐，航運扮演著相當重要的角色。爲維持航運的競爭力，有效率的貨物通關成爲需要被探討的關鍵項目。現今台灣有兩種資訊平台MT-Net(Maritime Transport Network)與Trade-Van。其MT-Net的主要功能是提供港口及航運的相關資訊；Trade-Van的功能是提供貨物通關服務。爲了提供一個整合的資訊系統與加強台灣競爭力，此二系統有必要加以整合。整合資訊平台牽涉到發展方向及相關功能，因此，需要確定與評估資訊平台之關鍵功能。本研究嘗試使用多準則決策(MCDM)方法達到本研究目的，因此應用決策實驗室分析法(Decision-Malting Trial and Evaluation Laboratory, DEMATEL)確定各功能項目之關連性及影響程度。在本研究中，經由上述之方法，資訊平台的關鍵功能將會被確定及評估。本研究發現於DEMATEL結果中，各因子彼此之間總影響程度最大爲D4（關貿網路資料庫），經適當門檻值篩選後，得知A（航政監理）、B（港棧作業）相對於C（通關）和D（資料交換）的關連度是獨立的狀況，而此因果圖所呈現之結果與國內目前資訊平台的狀況是完全相同的，研究結果同時顯示此結果實爲部份忽略資訊平台使用者需求之結果。

Shipping business plays a vital role at Taiwan as the hub in Asia. To maintain the competitiveness of shipping, efficient cargo clearances has become the key issue to be discussed. Currently, there are two shipping information platforms in Taiwan, the MT-Net and the Trade-Van. The MT-Net provides the port and shipping information service and the Trade-Van provides the service of cargo clearances. To provide an integrated information system, and strengthen the competitiveness of Taiwan, these two systems need to be consolidated. Before consolidation, the first step is to identify the key functions needed by the industry. We try to apply the Multiple Criteria Decision Making (MCDM) method to achieve this purpose. Therefore, we apply Decision Making Trial and Evaluation Laboratory (DEMATEL) to ascertain the functions of platforms which is connected and influence degree. In this research, the key functions of shipping and customs information platforms will be identified and evaluated by the methods mentioned above. In DEMATEL result, the total influence of every factors on the top that is D4 (Trade-Van database), although we cut value properly, and then got the relationship of independent which is A (maritime administration), B (port operation) to compare with C (customs clearance) and D (data exchange). Finally, the influence map of total relationship analyzes which was matched with the utility situation of shipping business currently.
