從美軍模式評估我國聯合作戰指揮機制

The Assessment of Taiwan's Joint Operational Command System: From the Perspective of U.S Model

摘要

近年來美軍積極發展的「聯合作戰」概念，對我國作戰指揮體制改革，具有重要意義。面對中國武力威脅，台灣未來防衛作戰將呈現預警時間短、決戰速度快的特性，因此我國部隊應建立更完善的聯合作戰指揮機制，提升快速反應能力，充分發揮各軍種統合戰力，以嚇阻並防衛敵人入侵。從美軍模式分析，我國聯戰指揮機制的革新，未來應包括幾項重點：建立明確的指揮關係；推動指揮鏈路簡捷化；提升部隊快速反應能力；以及加強統一指揮與戰力整合效能。對台灣而言，透過新的組織理念推動部隊作戰指揮體制改造，加強聯合作戰效能，將是建立因應未來戰爭防衛能力的必要作為。

The concept of joint operation, which have been uphold the US armed forces in recent years, have important implications for the reform of Taiwan's war-fighting command system. In the face of China's military threat, Taiwan's defense will be characterized with little warning and short-time lasting; therefore, it is needed for Taiwan to develop a sound command system for joint operation, so as to facilitate rapid reaction capabilities and integrate war-fighting effectiveness among services. From the perspective of US model, several key points should be enlisted on the top of Taiwan's reform agenda on the command system for joint operation. They have included: clear command relationships, brief command chains, rapid reaction capabilities, unified command and force integration. To Taiwan, it would be a crucial measure to develop new organizational concepts, implement the transformation of command system, and improve joint war-fighting effectiveness, in order to cope with the military threat from China in a future war.
