威脅潛存國會與塡補課責落差

Threat-Prone Congress and Accountability Gap Bridging

摘要


第七屆的國會,由於政黨權力結構的失衡,由一黨獨霸議事的權力,難免令人憂心這項情勢的演變,會從中滋生各項政治威脅,進而危及台灣的利基,乃提出較受疑慮的威脅,引領國會的警惕,盡可能加之避免,而議決出當前時境至爲迫切的議案。而這些威脅的避免,亦可由課責機制的填補及運用,達及雙重的目標:事先圍堵威脅的出口;事後扭轉帶有政治風險的議案,使其無由運轉或執行的基礎。然而,這些課責的推動,主其事者每要展現決心及毅力,擺脫「紙老虎」的陰影,而使國會得到一定程度的馴服。

The new Legislative Yuan in Taiwan is practically dominated by a single party. This radical political change may create a threat-prone organization, perhaps facing six different threats some time in the future. The purpose of this discourse is to present some warning signs to spur stakeholders in thinking up and designing strategies to minimize the threat. Bridging the accountability gap is an effective way to transform a threat-prone organization into a threat-prepared one, thus managing such threats before they become a reality.
