摘要


本文重新認識軍事部門尋求制度創新之途徑,發現即使制度中同時存在正、負功能因素,也可能反轉成為制度變遷與創新的動力。而且,軍事行動在應對非傳統安全威脅的創新職能上,已更加明顯且成為關鍵因素。在政策應用上,不僅跨越部門障礙,指涉軍事以外的它類領域,使得軍事行動影響力更為巧妙;同時,建構非戰爭性軍事行動理論,不僅涵蓋軍事部署與威懾作用,還包括提升國家影響力、支援政府應對危機等政治與國家安全目的。制度創新對吾人之啟迪,不在於如何臧否制度之良窳與行動目的,而是重在創新過程的意義與理解,以及相應的知識理論架構。

This essay renders us to reconsider that how the military department looks for new approaches to institutional innovation and finds out that even if positive and negative factors exit in the system at the same time, they possibly reverse to the motives of the institutional change and innovation. Moreover, military operations in the innovative capacity for responding non-traditional threats become more obvious and critical. They affect more smartly not only overcoming the obstacles to the policy application but also referring to other categories in addition to military affairs. Meanwhile, constructing the theory of military operation other than war not only affects military deployment and deterrence, but also includes the goals of politics and national security to enhance national influence and support the government to respond crises. Institutional innovation inspires us that the focus on the meaning and comprehension in the process of innovation and the theoretical framework is more important than how to access institution and purpose excellent or poor.
