國軍軍官價值觀之現狀與差異

摘要

軍人價值觀是一種軟性的國防力量，更是建立堅強卓越軍隊的基礎。國軍具備適當的軍人價值觀，才能發揮職能。反之，如果價值觀有所偏廢，輕者違法犯紀，重者可能導致國家滅亡。然國軍也是社會體系的一部分，社會風氣轉變勢必造成國軍價值觀變化。本研究以國軍軍官為對象，採用Rokeach價值觀量表來探討當今國軍成員的價值觀。研究結果發現：1.國軍軍官認為重要的價值觀前十項為：「健康」、「家庭安全」、「愉快」、「內心的和諧」、「國家的安全」、「責任」、「自尊」、「真誠的友誼」、「成熟的愛」、「守法」；2.普遍來講國軍幹部認為「小我」的價值重要程度高於「大我」的價值；3.女性軍官認為生命意義及生活目標中較長遠的目的性價值重要性較男性軍官高；4.國軍中高階軍官認為生活手段及行為方法等能力與道德的工具性目標的重要性較基層幹部高；5.不同軍種對道德價值的重要程度依序為海軍、陸軍、空軍。

Values held by service men and women form the foundation for strong military establishment, and represent a soft power of national defense. Proper values motivate military personnel to fulfill their required mission. However, improper values might lead to misbehaviors or even defeat. Nowadays, the transition of society has inevitably brought about many changes to a soldier's values. In order to instill proper values into individuals and groups in the armed forces, we first need to understand their values in the present day. This study adopted Rokeach Value Survey to examine the current perception of ROC military officers'. The study finds, firstly, the top ten important values ROC military officers care are: ”health”, ”family security”, ”happiness”, ”inner harmony”, ”national security”, ”duty”, ”self-esteem”, ”sincere friendship”, ”mature love”, ”law-abiding”. Secondly, ROC military officers stress values associated with oneself more than values associated with moral or society, the bigger self. Thirdly, the female officers rate terminal (personal and social) values higher than the male officers. Fourthly, the higher ranking officers stress the instrumental (moral and competence) values more than the lower ranking officers. Fifthly, the naval officers' emphasis on moral values is the highest, followed by the Army officers, and Air Force officers come last.
