The degree of damage, the loss of human lives/wealth as well as the frequency of natural disasters such as typhoon and flooding have recently increased dramatically in Taiwan. Under the concept of ”disaster relief equals to combat operation”, the government has determined that disaster relief operation is a critical mission for the Taiwan Armed Forces. In addition with the notion of ”Global Village”, when the size and damage of disaster exceed the recovery capability of the state authorities - the government of Taiwan can either receive assistance from NGO abroad passively or request from allied actively. So far, there is no clear standing doctrine or manual for Taiwan Armed Forces when receiving allied assistance under current disaster relief mechanism. This thesis intends to propose concrete suggestions and SOPs, for joint efforts in disaster relief operations between Taiwan Armed Forces and allied countries based on live experience in 0808 flooding in 2009.
