Reviewing international situations and relying on development of national security strategy, President Hu proposed and assigned a ”responding to a variety of security threats” mission to the People's Liberation Army (PLA). The aim of this mission is to cope with the trend of ”rise of great country” and ”development of peace” to achieve the goal of national stategy. The PLA's traditional mission, maintaining national security and ensuring the integrity of territory, has changed to non-traditional one, dealing with disasters, plagues, and national constructions. The shift makes a civil leader rely more on professional military instead and provides the PLA with broad political participations. Therefore, the recent development of civil-military relations is a relatively weaker pattern, ”the Party leads the Army”, based on the principle of ”interest sharing”.
