摘要

不對稱軍事思想主要內涵包括不對稱戰略、不對稱戰爭及不對稱作戰。國軍發展不對稱軍事思想係基於順應時代潮流趨勢、戰略形勢的改變、中共之不對稱威脅及有限之國防資源等因素。發展不對稱之軍事思想可循戰爭、作戰、科技及心理等層面的不對稱性途徑發展；在具體作為上，可朝營造良好實踐環境、不對稱建軍規劃、積極主動從事戰備整備、避實擊虛的用兵指導等方向實踐。

Asymmetric military thinking includes major components as asymmetric strategy, warfare and operations. For the ROC Armed Forces, developing asymmetric military thinking is to meet the requirements of global developments, changing strategic environment, China's asymmetric threat and limited defense resources. Developing asymmetric military thinking can adopt warfare, operational, technological and psychological approaches. In practice, it could be realized in building better implementing environment, asymmetric force planning, proactive improving readiness and attacking enemy's weakness while avoiding its strength.
