摘要

「非戰爭軍事行動」一詞源自1991年美國《武裝部隊聯合作戰》，到2006年《聯合作戰綱要》中停止使用「非戰爭軍事行動」一詞，但其本質與範疇不變。我國海軍負有捍衛海疆之責任外，在承平時期因應「非傳統安全」威脅下，需建立「非戰爭軍事行動」之能力，以作為我國海軍職能多元化發展。當前國家所面對威脅與挑戰，我國海軍執行多元任務可依據美國「非戰爭軍事行動」任務，探討出3種類型9種範圍，爾後可依不同威脅發展適合類型與範圍。我國國防強調「防衛固守、有效嚇阻」，在防衛上應採取有限度的攻勢作為是必要的，也符合非戰爭軍事行動之精神，甚至可依狀況可提升成軍事行動，以發揮我國海軍之「巧實力」。

The term of Military Operations Other Than War (MOOTW) was derived from the US Armed Forces Joint Operations in 1991, and was stopped being used in Joint Operations Outline in 2006. However, its definition did not be changed. In order to cope with Non-Traditional threats, the R.O.C. Navy needs to build the capability of MOOTW in addition to taking responsibilities of defending the sea territory. It could be the foundation of R.O.C. Navy's career development. According to the concept of MOOTW, while facing threats and challenges, the R.O.C. Navy's multi-missions can be defined as 3 roles and 9 types in order to conduct proper operations upon various situations. It is necessary for the ROC Armed Forces to develop the limited offense under the guidance of ＂resolute defense and credible deterrence＂, which is consistent with the core value of MOOTW. It can even be upgraded to military operation and bring the R.O.C. Navy into full play on ＂smart power＂.
