中共航天探月工程與飛彈科技整合發展

The Integration and Developrnent of China's Aerospace Engineering, Lunar Exploration Program and Missile Technology

摘要


中國運用探月工程實施衛星控制能力的測試,以及北斗導航衛星的建置,其目的明顯在企圖以形塑一種新的戰場,以遂行其成為東亞地區霸權國之戰略目標。中共將運用其軍事領域某一部分的先進優勢,在可能的衝突場景,針對特定時空的大(強)國作戰重心施予打擊,俾破壞其全般戰略態勢與平衡。在中共反艦彈道導彈的威脅下,美國海軍航母編隊今後若欲介入大陸周邊的事務或衝突,將需重新思考戰爭成本,這是中共新一輪競爭的勝利。本文認為(一)太空已逐漸成為相關大國主要利益的競逐之地;(二)反衛星作戰技術趨向軟硬結合;(三)感測衛星成為主要輔戰裝備;(四)航天科技整合導彈技術塑造新型作戰場景;(五)作戰型態趨向速度競賽的不對稱戰場景況;(六)不對稱科技領域創新改變傳統國際政治地位。

China uses its lunar exploration program to test its satellite control capabilities and deploy the Beidou Navigation Satellite. Obviously, its purpose is to form a new battleground to fulfill its strategic objective of becoming a hegemonic nation in the East Asia region. In possible conflict scenarios, the People's Republic of China will use its advantages in certain military fields to attack the Center of Gravity (COG) of a great (or super) power country at a specified place and time to destroy that country's overall strategic situation and balance. Only the synergistic interaction of the developments, applications and innovations in those particular fields can maintain China's top position, and avoid falling behind or being surpassed by its opponents due to stagnation. Under serious threat from various types of Chinese anti-ship ballistic missiles, United States Navy aircraft carrier formations might not be able to enter the western Pacific Ocean at will in the future. If the US intends to intervene in matters or conflicts in the vicinity of the PRC, they will need to rethink the necessary costs of war, and it will be a victory for China in the new round of competition. Based on the development of interdisciplinary integration of China's aerospace technology and missile technology, it can be foreseen that: 1) Space has gradually become a competitive arena of key interest to the relevant great powers; 2)Anti-satellite weapon technology tends to combine both software and hardware; 3)Remote sensing satellite technology has become key auxiliary battle equipment; 4)The integration of aerospace technology and missile technology has created new types of combat scenarios; 5) Operation patterns tend to be the asymmetric battlefield of competition with focus on speed. 6) Innovations in technologies have changed the posture of traditional international politics.
