摘要

近年來，美國不斷小幅調動兵力於全球各熱點區域，尤其是海軍航母打擊群與空軍的戰略轟炸機，自2018年《美國國防戰略》報告提出「動態武力運用」（Dynamic Force Employment, DFE）概念後，此種兵力調動的演練與操作更趨頻繁，引起各熱點區域國家的關注與討論。概念緣起、內涵、運作方式與各方反應、效果為何，值得深入探討。透過對美國各項戰略文件與運作的分析發現，「動態武力運用」概念是一連串內、外環境的變化與發展所致。概念提出後，經過不斷運作與實際探索，雖符合美國當前國家財政、軍事實力下的現實需求，但面對日益強大、佔有地緣優勢的競爭對手，該概念必須持續提升與實踐。

In recent years, the United States (U.S.) has continuously deployed its forces in hotspots worldwide, especially with the Navy's carrier strike groups and the Air Force's strategic bombers. Since 2018, the concept of Dynamic Force Employment (DFE) has been introduced in National Defense Strategy, the U.S. force deployments based on DFE have been shown more frequently, inviting attentions and discussions from countries in hotspot regions. Therefore, this study explore the origin, connotation, mode of operation, reactions and effects of the DFE concept. Through the literature analysis of various strategic documents and actual operations in the U.S., it is discovered that the concept of DFE is derived from a series of changes and developments in the internal and external environments. Since the concept has been put forward, carried out and continuously explored, it indeed meets the actual needs of the current national financial and military strength of the U.S. However, the continuous construction of its implementation is still needed to support the concept in the face of increasingly powerful and geographically superior competitors.
