街頭藝人的認證、分類與展演規範之研究－以台北市街頭藝人為例

摘要

本研究在於探討台北市街頭藝人的認證、分類與展演規範，街頭藝人的表演場地通常是在街頭，指的是在公共空間所從事一些藝文活動的自然人或是10人以下所組成的表演團體稱為街頭藝人。街頭藝人就是在一些經過核准可以表演的公共場所，為民眾表演自己拿手的絕活，取悦經過的路人並且獲得他們的捐贈。要能夠成為街頭藝人，必須要經過考試以及認證的程序，經過合法的程序之後，取得合格的證書，才能名正言順的成為街頭藝人或是團體。分類方面則分為表演藝術類、視覺藝術類與創意工藝類。台北市在展演空間地點管理規範當中，訂定展演現場的空間、各表演團體的間距、展演內容必須是現場創作或現場演出、自訂定收費方式、展演時間、維護場地整潔、維持整體形象等規定。建議配合展演場地提供水電的服務，設立街頭藝人展演與鼓勵機制，舉辦街頭藝人的競賽，藉以提升民眾欣賞的意願，讓街頭藝人也有更多的表演舞台與動力。

This study was aimed to discuss the certification, categorization, and performing rules of street performers in Taipei City, the locations street performers make their performance are usually on the street, and the street performers refer to the individual or the group consisting less than 10 people performing art in the public areas. The street performers demonstrate their skills in the permitted public locations to entertain pass-by pedestrians for gratuities. The related tests and certification procedures are required to take to be the certified street performers. The form of performance can be categorized to performing art, visual art and invention art. The guidelines and rules regarding with the performance locations set by the Taipei City Government cover the performance places, interval between each performance, performing contents such as live creation or live performance, charges, performance schedule, maintenance of the area clean and overall image etc. It is suggested that water and electricity service shall be offered in the performance locations. The encouragement system setup and the competition held among performers may be a key role to attract the eyes of the public. Street performers will then have more performance opportunities and motivation as well.
