摘要


2019年世紀新興傳染病新型冠狀病毒(Coronavirus Disease, COVID-19),造成流行重創全球,對人類造成嚴重威脅及挑戰。台灣在2003年SARS爆發院內感染經歷了前所未有的災難,最初也是從洗衣工、清潔人員開始造成院內感染,醫院外包人員控管易成為防疫破口。2020年COVID-19疫情,某醫院也發生清潔工院內感染事件,這些經歷更讓我們警覺更多傳染病防護措施落實的重要性。本篇將分享COVID-19疫情期間傳送人員及清潔人員實務管理經驗,從人員教育訓練、工作場域分艙分流,制定相關作業標準及落實稽核、監督工作人員健康監測、定期篩檢及疫苗施打追蹤,爭取相關福利津貼獎勵,讓全院同仁意識到清潔人員與外勤傳送人員管理在感染管制的重要性,降低院內交叉感染的機會,確保民眾就醫及工作人員的安全。

In 2019, an emerging infectious disease of the century, the novel coronavirus (COVID-19), caused a pandemic that hit the world severely, posing severe threats and challenges to humankind. Taiwan experienced an unprecedented disaster in the SARS outbreak of nosocomial infections in 2003. In the beginning, nosocomial infections were caused by laundry workers and the cleaning staff. The control of hospital outsourcing personnel could easily become a breach in epidemic prevention. In the COVID-19 epidemic in 2020, there was also an in-hospital infection of cleaners in one specific hospital. These experiences have alerted the importance of implementing more protective measures against infectious diseases. This article will share the practical management experiences of transferring and cleaning personnel during the COVID-19 epidemic. The measures included personnel education and training, split operation at the workplace, standard operation procedure and audition implementation, supervision of staff health monitoring, regular screening and vaccination follow-up, and the striving for relevant welfare subsidies and rewards. These measures helped the hospital staff realize the importance of management of transferring and cleaning personnel in infection control, reducing the chance of cross-infection in the hospital and ensuring the safety of visitors seeking medical help and staff.
