金門地區治安管理現況之探索性研究

摘要

金門是一個治安狀況特殊的地區；離島加上長期軍管，應是有利於治安管理。但因其四面環海且鄰近大陸，容易進行走私及偷渡；家戶配酒、屯高梁酒增值，但常未嚴設防，致有明顯的適合竊盜標的物；加上小三通及提倡觀光，諸等因素易造成治安複雜化。而二級改三級的警察組織變革，致使人力不足，亦導致員警士氣低落。本研究訪談了規劃、督導、執行等三個階層的警察人員各八名，訪談結果除了顯現上述現象之外，亦呈現了金門員警對治安管理需求的認知；除了增加警力、增進兩岸治安聯防合作等共識議題之外，受訪者也針對不同的治安問題提出建議。本文綜觀訪談的結論，建議金門地區採行問題導向警政策略的精神，以之研擬各項治安問題的管理策略，期以有效處理金門日益複雜的治安狀況。

As far as public security administration is concerned, Kinmen, an outlying island near mainland China, is a special region which has been controlled by the military for a long period of time. The tight security benefited the archipelago islands. However, as time went by, the public security administration of Kinmen became different from what it used to be due to the policy of three links. The policy of the three links included direct postal, transportation, and trade to mainland China, and cross-strait civil interactions. Since its initiation, the main concerns and directions of police public security administration in the areas of smuggling, stowaway, theft, travel disputes etc. were noticeably changed. Deployment of police officers the resources protecting the permanent registered residents on the island. Moreover, the recent dual cross-strait interactions and exchanges in Kinmen area were suggested to have worsened the situation by the extending issues of the related police public security administration. With the current two-tier system being changed to three-tier system policing, the shortage of manpower was likely to result in poor morale among police officers.Interview with 24 police officers of ranks ranging from administrator supervisor to performer were conducted as part of the study. Result showed that apart from illustrating the problem with the public security administration, the Kinmen police officers suggested different points of view regarding how to increase manpower in the police force, how to coordinate and organize the public security administration, how to increase joint efforts to combat crime cross-strait, etc. This study highly recommended problem-oriented policing (POP) as the alternative to improving public security, as the best security strategies can be achieved based on the spirit of POP. It is hoped that eventually more complicated police public security administration issues can be effectively managed in the Kinmen area.
