以層級分析法建立民營發電廠經營評估指標分析之研究

民營發電廠經營評估指標分析考量的構面，需要考量發電廠經營之內外部重要因素並且整合成適合的指標，本研究採用層級分析法建立民營發電廠經營績效評估之指標，並歸納出民營發電廠經營績效評估之因素，包括顧客、財務、內部流程、學習與成長和企業社會責任等五個構面及相對應的三十五項評估準則。本研究發現民營發電廠經營評估指標的五大構面要素中，權重最重的是「學習與成長」，而權重最輕的是「顧客」；然而，影響民營發電廠經營績效評估之考量指標中，發電廠最需重視的前五項考量因素為確保備用容量率、訂定經費收支稽核制度、建立績效評估制度、培育管理階層人員、節能減碳。本研究可提供民營發電廠經營績效評估所注重的評估指標重要性。

Private power plant operators facet evaluation index analysis considerations, need to be considered within the power plant and an important factor in the operation of the external indicators integrated into the suit. In this study, analytic hierarchy process to establish indicators to assess the operating performance of private power plants, and summed up the factors of private power plant operating performance evaluation purposes, including customer, financial, internal processes, learning and growth, and corporate social responsibility in five configurations surface and corresponding thirty-five assessment criteria. The study found that private power plant operators to assess indicators of the five facet elements, the heaviest weight is＂ learning and growth＂, while the lightest weight is ＂customer.＂ However, the impact of private power plant operators considered indicators of performance evaluation, the top five considerations most plants need at tent ion to ensure that spare capacity rate, set income and expenditure audit system, establish performance evaluation system, foster management personnel, energy carbon reduction. The study provides the private power plant operating performance indicators to assess the importance of focusing on the assessment.
