「德國與我國建教合作職業教育體制之比較」-再探德國雙元體系之職業教育

摘要


我國技職教育在人力資源市場的供需調適與失業勞工的輔導或第二專長訓練等方面,一直扮演著火車頭的角色,而由行政院勞工委員會職業訓練局所取代。 近年來由於政府重視職業教育與訓練,隨著逐年經費的增加、能力本位課程的研究,以及職業訓練遠距教學系統的研發,經由此一職訓局公共訓練制度所培育出來的技術人才與勞動人口,是維持我國國際競爭力的主要功臣。我國技術及職業教育在以加強「建教合作」的體系建構下,主管部門如能藉由再探德國雙元體系職業教育與訓練之研究,擷取與「建教合作」職業教育有關之精華,則必能在整建職業教育與訓練機制及創造職業教育發展的契機上,會有「驕傲」的績效表現。

In Taiwan, Employment and Vocational Training Administration Council of Labor Affairs, Executive Yuan, has became a leader, because of vocational and technical education always can not be a leader in adjust supply in human resource market and assisted unemployment or train in second special skill etc. Recent years, our government attach importance in vocational education and training, the budget also increasing every year, studying in competence curriculum, long distance vocational training system and public training system of employment and vocation. From, this Administration system, nurture technical personnel and physical labor population are the main achievement to keep Taiwan has competition in the international trade market. Under the system of technology and vocational education is enhance 「cooperative」 system model in Taiwan, if Director of Educational Department can follow the study of The Vocational Training in the Dual System in Germany, pick up the quintessence of about 「cooperative」 vocational education, we can rebuild and create the develop of the vocational training and will showed a 「proud」 achievements in the future.
