兩岸共構全球商品供應鏈之現象與挑戰－以電子資訊產業為例

摘要

國內朝野針對與中國經貿關係發展與政策主張，有極大爭議，為了統合各界意見，政府先後舉辦「經發會」、「經續會」，凝聚共識求同存異。本文主要目的在於正確描繪兩岸經貿交流的現狀模式，在兩岸近10年的經貿往來，產業分工與投資佈局的發展脈絡下，從相關數據與營運模式發展下，基本上已建構出「兩岸共構全球商品供應鏈」。
雖然台灣企業仍掌握著整個「兩岸共構全球商品供應鏈」的大部分利益與主要優勢，但這種供應鏈的優勢主導性卻不是固著不變，面對中國經貿實力崛起與全球化競爭挑戰，台灣在「兩岸共構全球商品供應鏈」優勢位置確保已開始面臨的挑戰。
當台灣朝野正為著兩岸經貿爭論之際，如何建構一套經濟發展戰略，以正確理解並掌握兩岸經貿發展的現狀與未來發展趨勢，既能滿足台灣經濟發展的需求，又兼顧國家安全的需要，對此，本文特提出「兩岸共構全球商品供應鏈」概念，可以作為台灣對兩岸經濟發展戰略的思考架構。

The dispute among the ruling and the opposition political parties in Taiwan regarding national policies and development of relations with China is extremely serious. In order to achieve an agreeable consensus, the government of Taiwan has convened the so-called ”Economic Development Advisory Conference” (EDAC) in 2001 and Conference on Sustaining Taiwan Economic Development (COSETD) in 2006. This paper will accurately describe the complex status quo and the formulation of cross-strait relation. Under the developing context of industrial compare advantage and investment, the facts and the accounts of cross-strait exchanges were used to formulate the term ”Constructing Global Commodity Supply Chain by Both Sides of Taiwan Strait”.
Although the majority of advantages and interests of ”Global Commodity Supply Chain by Both Sides of Taiwan Strait” are held by Taiwanese enterprises, globalization and China's rise in the region will cause the Chain to become more dynamic and changeable. In other words, Taiwanese government and enterprises have already begun facing the serious challenges of protecting their interests and positions.
While political stalemate in Taiwan has persisted, it is very important to develop a strategy and solution to manage the negative impacts of cross-strait trade and exchange and meet the challenges of improving Taiwan's economic development while giving serious consideration to national security.
Therefore, the concept of ”Constructing Global Commodity Supply Chain by Both Sides of Taiwan Strait” may be a good framework and strategy for Taiwan to be successful in cross-strait economic integration.
