Analysis of Mainland China's South China Sea Policy: Perspective of Practical Measures and the Negotiation Strategy under the DOC Framework

摘要

南海作為中國大陸「核心利益」，在政策上，南海議題已提升到與西藏、臺灣和新疆同等重要的國家利益層面。近年來中國大陸南海實存力量展現所採用之「軍事力量展現」、「國家管轄權落實」、「島礁建設工作」措施已收到一定程度之政策效果。惟美國推行「重返亞洲」政策以及東亞國家聯盟，讓中國大陸承受高外交成本之同時，也讓中國大陸在外交政策上透過倡議「雙軌思路」來給予微調回應。而觀察中國大陸近期之談判策略，截至目前似乎亦收到一定政策效果。

As a core interest of the mainland China, the South China Sea issues have been upgraded into the same level of national interests like Tibet, Taiwan and Xinjiang issues from policy prospective. Recently, existing powers demonstrated by China in the areas of military force, national jurisdiction and the building of islands have achieved a certain level of policy effects. However, due to the US ＂Pivot to Asia＂ policy and the reunion of the Southeast Asia States, China has faced higher diplomatic pressure and costs. To this end, China has adjusted its diplomatic policy and initiated a so-called ＂dual-track approach.＂ By observing China's strategies today, these seem to achieve certain policy efforts.
