政府再造之變革管理策略探討

The Study of Change Management Strategies in Reengineering Government

摘要


在全球化快速變遷與資訊通訊科技(ICTs)日新月異進步之趨勢下,成功的變革管理成爲一項組織在競爭趨勢下之優勢。政府身爲國家政治、經濟、社會等機制之制定者與執行者,同時必須在世界政經發展與競爭中,爭取一席之地,肩負較一般企業更爲重大之責任,因此,變革管理也是政府治理所必須注重的重大課題。儘管政府部門必須重視變革管理的呼聲已逐漸受到重現,但是,政府部門與企業組織所面對的環境與擔負之使命並不相同,企業組織得以成功變革的方法,未必適合政府部門,必須謹慎選擇變革管理戰術與方法,以提升國家競爭力。本文擬探討政府部門變革管理之意涵,檢視其沿革,分析成功變革管理之道,並分析各國政府再造之變革管理策略,同時提出建議。

Under the tendency of fast global change and the progress of information communication technology, a successful change management become a superiority in the competitive tendency. Government as the formulater and implementer of national mechanisms on politics, economy, society and so on, must struggle a status in the world political and economic competition. Therefore, change management become an important issue of government governance. Althought government pay more attention to change management gradually, since the differences between environments and missions of government and enterprise, the successful change methods of enterprise do not fit government. In order to improve national competitivness, it is important to chooce change management tactics and methods carefully. This article discuss the meaning, history and successful ways of government change management, simultaneously analysis the success ways, and make some strategy suggestions to the tide of reengineering government.
