Recent market-driven, customer-oriented efforts to reinvent Western governments have stressed such concepts as "small and capable" and "small is beautiful." As part of this trend, government has shifted from a traditional model of public administration to a new model of governance. With the theoretical and practical aspects of government serving as its starting point, this article goes on to propose four specific objectives of government reinvention: flexible and streamlined administration, a professional and efficient personnel system, a decentralized and cooperative structure of government, and a mechanism for the delivery of innovative and beneficial services. Supporting measures also must be given careful consideration, as well as the strategic and technical difficulties that Western governments have encountered when implementing market-oriented reforms. Under the new model, government derives its strength from cooperative partners that are committed to a common set of core values. Networking replaces hierarchy, negotiation and persuasion trump command and control, and creativity and ingenuity displace administrative skills. While raising government efficiency, the new model gives special attention to such values as fairness, justice, and the public interest, emphasizing civic participation and dialogue as means of achieving a new public consensus.
