以歷史與法令的觀點探討臺灣拳擊運動之發展

摘要

國內的拳擊運動發展受到法令限制的影響頗鉅，以致長期以來，處處受到侷限。本研究即是從歷史及法令的觀點，探討國內拳擊運動推展所面臨的諸多問題，盼能為拳擊運動的推展略盡棉薄之力，亦協助國內拳擊運動員重新覓得一條維持生計之路。本研究首先考證拳擊運動歷史背景，接著從法的觀點，申論國內拳擊發展。最後綜合論述拳擊運動本質及相關法令。總結提出，具體建議如下：一、不應再蟄守過去只重視業餘拳擊的推展模式，宜考量當前國內政經環境及國民休閒運動型態的多元…等因素，讓拳擊手獲得實質的獎勵…等。二、優秀運動員參加國際比賽的獎勵辦法宜修正為事前約定方式，採取參賽者獲得名次才頒發獎金的模式。民間推展拳擊運動的相關人士，應該組織成員協助拳擊選手爭取加入鄰國職業賽。三、拳擊協會應發動組織志工群赴各縣巿警察局或鄉鎮派出所，教導基層員警研習拳擊運動。將拳擊運動演藝化，將拳擊運動擂台化，將拳擊運動結合企業宣傳，上述理念是現行法令規定不准賭博情況下的可行之道。四、不應該利用法令條文來限制拳擊往職業方面發展。未來的拳擊運動之推展應加強成立各級學校拳擊運動社團。未來推展拳擊運動時，應該先替優秀拳擊選手尋找延續拳擊生命的舞台。

The motivation and purpose of this study came from my boxing training since childhood for about 20 years. During this period, it was found that the development of domestic boxing sport has been restricted by law a long period. In order to break the ice, this study was written with personal new ideas and expected to do something for the ice; this essay was written with personal new ideas to help the boxers seeking a way of living.At first, the essay investigated the historical background and then avowed the domestic development of boxing sport. Finally, the essences and related enactments of boxing sport were addressed comprehensively. Conclusively, the following concrete suggestions were presented:1 We should not only adhere to the promotion of amateur boxing sport, but should also take considerations of factors such as contemporary political and economical environment as well as the diversities of recreational sports styles locally in order to make boxing athletes acquiring substantial rewards which is the required means to the development of domestic boxing sport and the promotion of civil competition strength in athletics the future.2.The reward regulations for excellent athletes to participate in international contest should be revised as beforehand agreements which adapt the model that only if the participants get the places in the contest, they could get the rewards.3. The relevant people promoting boxing sport should encourage members to assist boxing athletes participating in professional contest in the neighboring countries.4. Boxing association should send out volunteers to instruct local polices to practice boxing. Those ideas make boxing sport entertained and will be able to combine boxing sport and entrepreneurial advertisement as the restrictions of gambling are currently applied.It is not reasonable to restrict boxing sport from being professionalized. The development of future boxing sport should focus on the strengthening of boxing sport association among all levels of schools. To help excellent boxing athletes finding the stage of continuous boxing life should be the priority while the boxing sport would be promoted in the future.
