日本景觀維護的觀念與制度應用於區域性保存之研究

摘要

區域性保存的觀念在國內漸被重視。從保存的歷史來看，從單一建築物的保存擴展到區域性的保存，從建築物的保存爲主軸到涉及歷史環境維護的問題。在這篇論文中以日本爲探討的對象，想探討從都市景觀維護的角度來看待區域性保存問題。
爲了了解日本這樣的觀念和制度形成的過程，本論文採用歷史論述的方式。論文企圖從日本都市景觀保存維護(Landscape Conservation)的發展歷史，找出關鍵點和制度，分析整理出日本景觀行政的精髓；進而找出景觀制度可以補足現代都市計劃無法規範到保存的領域，以及如何利用都市計劃的手段以輔助景觀制度來作地域特色的保存。
本研究限制在於日本各地景觀制度的多樣化，無法兼論之；而本論文以專注於整體性景觀觀念與制度的歷史發展論述爲主，使用具代表性的景觀歷史事件與案例、景觀條例、重要學者所提之都市景觀觀念等作爲主要分析的文獻。文中將討論在制度發展中自治體獨自的發想、綜合調整實務、民眾參與等重點；並探討區域性保存的關鍵議題，包括管制的項目包括哪些、以及相關可以利用的工具等；而結論將以台灣的現實狀況來說明景觀制度在台灣可以參考的方式，以期能夠對台灣現在的區域型文化資產環境保存和重視地域特色的都市發展，提供一個新視界。

Regional conservation is gradually emphasized in Taiwan recently. Perceiving from the conservation history, the preserving method has extended from single building to a whole district, and from building preservation as a main subject to the maintenance of a whole historical environment. In the discourse, the writer focuses on Japan, and intends to discuss the regional conservation issue from the perspective of maintenance of urban landscape.
In order to understand the process of conservation concepts and systems in Japan, the writer uses the method of history discussion. The discourse probes from the history of Urban Landscape Conservation in Japan, finds out the key point and the system, and analyzes the quintessence of Japanese Urban Landscape Execution. Besides, discovers the complement to modern urban planning in conservation field by landscape system, and how to employ the urban planning method to support landscape system as conservation of regional vernacular form.
This research paper intends to find out the key points and systems from the development history of Japanese Urban Landscape Conservation, and to analyze the quintessence of Japanese Landscape Execution. Also find out the landscape system which can make up the fields that modern urban planning cannot regulate, and how to apply the methods of urban planning to support landscape system as conservation of localism. The limit of this research is the diversity of landscape systems all over Japan, and the paper mainly focuses on thestatements of comprehensive history development. The context will concentrate on the individuality of municipality, comprehensive adjustment of practical training, citizen's participation etc, in order to create a new vision for the current regional conservation and the urban development with localism in Taiwan.
