亞洲新一代智慧型城市的發展策略與設計模式之初探研究

摘要

在城市發展的時間剖面上，城市積纍著不同歷史時期的發展特質。亞洲國家近年來透過資訊發展政策，建構新型態的「智慧城市」發展模式：南韓的「u-City智慧城市」、日本的「i -Japan智慧城市」計畫、馬來西亞的MSC（多媒體超級走廊）計畫、新加坡的「智慧國iN2015計畫」、以及「智慧台灣」計畫，為新的城市發展開啟了一盞新的視窗。本研究透過文獻回顧與田野調查的方法，對亞洲智慧城市的發展經驗進行解析，以捕捉智慧城市的發展意義與線索。藉由曼威．柯司特（Manuel Castells）的資訊城市理論，與威廉．米歇爾（William.J.Mitchell）無所不在的智能環境理論，建立分析的架構與理論基礎。亞洲智慧城市的發展，已由城市基礎網絡設施的建構，邁向智能環境的創新應用階段。藉由「再開發型」與「新城市型」的智慧城市發展模式，為人們創造便捷的生活方式與新的城市美學。

In the time profile of urban development, cities have been accumulating development characteristics of different historical periods. During recent years, Asian countries have constructed new development modes of ”intelligent city” through information development policies: Korea's ”u-City intelligent city” program, Japan's ”i-Japan intelligent City” program, Malaysia's MSC program, Singapore's ”intelligent Country iN2015 Program” and ”intelligent Taiwan” program have opened a new window for urban development. This study is intended to analyze experience in the development of Asian intelligent cities through review of documents and field survey so as to capture the meaning and context of the development of intelligent cities and to establish the structure and theoretical basis for the analysis with Manuel Castells' information city theory and William. J. Mitchell's intelligent environments theory. The development of Asian intelligent cities is being transferred from the construction of urban infrastructure into the stage of innovative application of smart environment, and the development modes of ”redeveloped city” and ”New city” for intelligent cities have created convenient lifestyle and new urban aesthetics for people.
