As expected, The Military Power of the PRC 2005 released by the U.S. Defense of Department in July 2005 has aroused tremenous debates. This indicated a fact that the goal of social education as a report has been accomplished. However, the report also points out that Chinese military has ambitious modernization program with an eye beyond that of Taiwan, and in order to achieve that ambition, Chinese military has updated its warfare concept to ”fighting a local war under informationzation condition.” Taiwan has to think through how to cope with China's ascending military capability.
