兩岸簽訂ECFA對臺灣會展產業之影響

Impact of Signing ECFA on Taiwan's MICE Industry

摘要

會展產業涵蓋一般會議、獎勵旅遊、大型會議、展覽活動，是具有高附加價值之服務業。臺灣近年來推廣會展產業成效卓著，且將新建國家會展中心，顯示對該產業前景之樂觀，而開放大陸人士來臺觀光更對臺灣會展產業帶來極大商機。兩岸於2010年簽訂ECFA，而會展產業亦列入服務業早期收穫清單。會議方面，臺灣承諾不限制大陸跨境提供服務及境外消費，而對商業據點呈現，則允許大陸服務提供者在臺以獨資、合資、設立分公司等形式設立據點；大陸承諾不限制臺灣跨境交付及境外消費，而對商業存在，則在加入WTO承諾的基礎上，允許臺灣服務提供者在大陸設立獨資企業。展覽方面，臺灣承諾在符合相關規定之前提下，允許大陸企業、會展相關團體等來臺從事兩岸合辦之專業展。由於ECFA開啟之兩岸交流時代尚在起步，而臺灣會展產業之學術研究亦剛萌芽，實證數據及參考文獻不多，故本文將自臺灣會展產業發展、兩岸經貿交流效益二方面觀察，採用官方對會展產業之行動計畫及SWOT為理論基礎，分析臺灣在目前環境及趨勢下的優勢、劣勢、機會、威脅，並據之提出建言。本研究評估，由於ECFA促進兩岸經貿交流，大陸會展市場亦逐步開放，如臺灣能堅守專業展覽上的領先優勢，則對臺灣會展產業原則上將具有正面影響，即在會展質量與參展人數上可望增加，且雙方日後可共同辦展，發展區域會展中心。

The MICE industry covers meetings, incentive tours, conventions/congresses and exhibitions/events, and ranks among the most prominent industries in the 21st century with tourism and real property industries. In recent years, Taiwan has been quite successful promoting the MICE industry, and is planning on building a national convention and exhibition center, which show its optimistic view on the industry, and opening Taiwan for China's tourists further brings more business opportunities to Taiwan's MICE industry. In 2010 both sides of the Taiwan Strait further signed the Economic Cooperation Framework Agreement (ECFA), which was just reviewed and ratified by Taiwan's Legislative Yuan, where the MICE industry is also included in its service industry early harvest list. Regarding the meeting sector, Taiwan promises to impose no restriction on China's cross-border supply of service and consumption abroad, and allows commercial presence of China's service providers in Taiwan by the form of wholly-owned subsidiary, joint venture, partnership and branch company; China promises to impose no restriction on Taiwan's cross-border supply and consumption abroad, and allows Taiwan's service providers to set up wholly-owned subsidiaries in China as commercial presence based on commitments made upon its WTO accession. Regarding the exhibition sector, subject to certain regulations, Taiwan promises to allow China's enterprises, businesses, MICE-related organizations or foundations to come to Taiwan to attend professional trade shows co-organized with the Taiwan side. Along with fast-growing cross-strait economic and trade exchanges, therefore, China's market is gradually opening to Taiwan, which will likely enhance Taiwan's MICE development, although there are Strengths, Weaknesses, Opportunities and Threats involved. In the future, both sides may also co-host related activities to develop as a regional convention and exhibition center. If Taiwan can maintain its industrial and professional advantages, signing of the ECFA is expected to have a positive effect on Taiwan's MICE industry.
