Taiwan is an island surrounded by ocean. In recent years, through the promotion of marine development by government agencies, a combination of industry, academia and government agencies is working together to achieve mutually beneficial results. An important part of marine leisure and tourism is marine sports, for which the development requires a broad range of theory and practice. In terms of development, utilizing higher education institutions to train the technological and personnel skills of college students is most suitable. For aspiring citizens in any marine-related industries, whether it be policies, tourism, sports, recreation, or ecological welfare, specialized departments in colleges are able to deliver the most complete and systematic teaching in basic theory and application. This paper aggregates the content and evolution of relevant marine policies in Taiwan such that together with resources from marine sports departments, helps to maximize the benefits that colleges have on the development of marine sports.
