宜蘭縣發展休閒漁業和漁村民宿之環境規劃管理策略的研究

摘要

推動發展「休閒農漁」是因應我國加入WTO後，落實農漁產業就地行銷的作法之一，亦是一種親近自然、體驗生態的活動。而漁村民宿和休閒漁業是一體兩面，二者都在使旅者充分享受休憩觀光資源的同時，也帶動漁業的總體發展，所以二者息息相關。發展漁村民宿，除關係到漁業、漁民外，亦需要及早作好交通、住宿、餐飲、行銷…等等整體性環境規劃和系統性配套措施。但因國內的漁村民宿迄未起步，各種經營條件尚待加強，因此亟有必要週延綢繆，強化相關管理機制與策略，以為國人建立安全優質之休閒漁業環境。宜蘭海岸線因為黑潮與親潮在此交會，富藏深海與大洋性迴游魚類，因此成為台灣三大漁場之一。而全境101公里的海岸線上，漁船、漁港、漁村密布，展現一種自然景觀清朗、人文活動殊異的迷人風情。日夜可見漁帆穿梭、撒網作業、定置網浮動著。海岸沿線休閒漁業資源之豐富，使得宜蘭具備發展優質休閒漁業之良好條件。且由於宜蘭工商產業並不發達展，相對於一般旅館，宜蘭目前較適於發展農漁民宿。但是因為宜蘭農村民宿已發展到上百家，接近飽和的情況，所以漁村民宿應該是地方上進一步推動休閒漁業可以加強致力之目標。「發展漁村民宿」是一個跨領域之產業規劃與管理的研究，本文將此一課題區分為「休閒農漁」和「漁村民宿」兩個層次，主要採取「文獻回顧分析法」與「系統歸納分析法」，透過並結合國內外「休閒農漁」、「漁村民宿」、「都市行銷」和「環境規劃管理」等之相關文獻的蒐集整理與觀念釐清；並以相關理論為基礎，從而檢討宜蘭目前漁村民宿相關政策與機制之優缺並提出可能之建議。

After Taiwan joined the World Trade Organization (WTO) in 2002, the pressure of commercial liberty had an impact on traditional fishery. The development of recreational fishery thus plays an important role in domestic fishery. As the matter of fact, recreational fishery and pension of fishing village are so called ”One Object Two Sides”. Both can lead the fishery-related industry to the prosperous development while making travelers enjoy the benefit of recreational resources. Therefore, this paper, from environmental planning and management perspectives, examines the present situation and issues of Ilan's recreational fishery and pension of fishing village. It adopts the document content analysis method and system analysis method and starts from literature review, then assumes that there are two levels to discuss this topic. The first one is the analysis toward the essence of recreational fishery. The second one is the analysis toward the management system of pension in fishing village. In doing so, this paper proposes some strategic thinking about Ilan's recreational fishery and development of pension in fishing village.
