根據世界旅遊組織的估計,在二十一世紀時,原本佔有旅遊市場較大宗的自然風光旅遊產品增長率將下降,而文化旅遊將有強勁的發展優勢,文化旅遊和探險旅遊等,會成為最有吸引力的旅遊產品。此一預估不僅與全球文化旅遊及產業趨勢相應發展緊密相關,也帶動了學界對相關概念之探討與課題之關注。檢視國內外專業文獻可以得知,國際上對於「文化旅遊」此一概念的發展,迄今大約已進展超過十年左右。但環顧國內,近年來觀光發展、文化產業等概念雖陸續受到重視,亦反映在公共政策的制訂上,但對「文化旅遊」此一同時牽涉了文化、歷史、美學、休閒遊憩、國際交流、集體記憶與資源管理等層面的概念,專業界的討論卻仍然相當有限。故本研究企圖從國內外相關理論、概念與個案經驗出發,藉由檢視台灣之文化資產保存工作推動與觀光產業發展等,發展出台灣「文化旅遊」概念可能含括的討論範疇,及往後在公共政策、文化保存與觀光推動等層面的意涵。
According to the forecast of the World Tourism Organization, the growth rate of the products related to nature tourism on the tourism market, which originally are the mainstream, will begin to degrade in the twenty first century. On the other hand, cultural tourism will have many advantages for development so that culture and adventure tourisms are becoming the most attractive products on the tourism market. The forecast not only discloses the close relationship between global cultural tourism and the market trend but also bring the academia to the discussions and the topics in the related fields. Surveying professional reports around the world, it is known that the concept of the ”cultural tourism” has been internationally developed for more than ten years. In recent years in Taiwan, the concepts of tourism development and cultural heritage have become to be paid great attention to and have been reflected on the establishment of public policies as well. However, professional discussions on other concepts related to cultural tourism, such as culture, history, aesthetics, leisure, international exchange, collective memory, and resource management, are still being neglected. Consequently, this research intends to begin from the discussion of the related concepts on the world, to view the buildup of culture heritage conservation and the development of tourism industry, and to further create discussions, topics, and ideas of public policies, cultural conservation, and tourism under the idea of cultural tourism in Taiwan.
