摘要

兩岸關係一直是架構著台灣國家發展的關鍵性因素。2000-2008兩岸處於政治緊繃而經濟鬆弛的狀態。然2008年3月馬英九贏得政權後積極開展兩岸關係，這一轉變導致標榜以台灣主權獨立的綠營顯得益加邊陲與勢孤，而兩岸以北京爲中心的朝貢體系乃日趨完備。兩岸表面的衝突態勢趨緩，但實質上卻是更進一步地被編入中國體系與運行軌道，而另一波的結構性摩擦與衝突恐難避免在醞釀之中而躍躍然動。本文試圖從馬英九政府的戰略轉變與其在主權議題、外交作爲、國防政策、以及擴大兩岸經貿交流等對中開放的政策改變，所產生的新態勢與可能的後果，指出其戰略與政策上的盲點與疏失，以及未來在兩岸統一與反統一的鬥爭過程中，所可能面對的困境與風險，以及台灣可能的突破之道。

Cross-strait relations, as key factors, have been framing Taiwan's national development. Both sides of the Taiwan Strait had been in the state of being economically relaxed but politically tense during 2000-2008.
Ever since President Ma Ying-jeou won the election in March of 2008. with his active engagement policy toward China, the independence-oriented green camp has been isolated and marginalized and a China-centric system integrating cross-strait relations emerges. Although cross-strait relations turn to relaxation, they are further incorporated into a China-centric orbit. Another potential wave of frictions and conflicts seem unavoidable. This article attempts to depict Ma's strategic transformations in cross-strait policy areas, including sovereignty, diplomatic truce, defense, economy, and so on and so forth. It points out the blind spots and flaws innate in Ma's China policy and strategy. It also tries to propose strategic alternatives for Taiwan to break through.
