This paper seeks to explore the development of educational rights of indigenous peoples in Canada. Especially, it will examine how the educational subjectivity and policy were created in autonomous government. In 1996, the Royal Commission on Aboriginal Peoples issued its final report, in which the cultural and educational needs were well addressed in the education section. The recommendations of RCAP will be reviewed to understand the educational development in Canada and Taiwan.
