農村發展休閒農業之路－陪伴與成長：宜蘭縣休閒農業輔導歷程分享

摘要

宜蘭縣擁有許多獨特的生態資源及優美的自然景觀，且較未受工業污染，典型的農村生活型態加上淳樸的鄉村景色，是最適合居住及從事休閒活動的理想場所。在縣政府及各鄉鎮公所、地區農會的全力配合與輔導下，發展休閒農業成為宜蘭縣極重要的規劃項目之一，多年來積極的輔導農民轉型經營休閒農業，使農業和遊憩資源得以充分利用。因此宜蘭縣雖無發達的工商業為基礎，卻能妥善利用農業資源開發出商機，產、官、學界同為發展休閒農業而努力，也使宜蘭縣的休閒農業成為中央及其他各地方縣市作為發展休閒農業的楷模。宜蘭縣休閒農業在產、官、學界共同努力，並在陪伴輔導師及策略聯盟工作團隊辦理教育訓練的陪伴與成長歷程下，除了帶動了組織學習之外，也如同社區總體營造一般，強化了中央政府、地方政府、民間團體及居民之間的夥伴關係，創造了多贏。此種夥伴關係，或許值得作為其他農村社區輔導與發展的參考。在休閒農漁業體驗式學習成長營與輔導師的陪伴中，很明顯看到休閒農漁業組織中人與人互動的成長，不僅促使農漁村發展休閒農漁業，也達到輔導另一內涵－造人，在過程中的所有參與者，不管是農漁村居民、休閒農漁業業者、中央及地方政府的輔導官員，還是學者專家與輔導師，彼此的創意、想法、溝通、修正及成長，都是彌足珍貴的，這正是本文紀錄、回顧與分享休閒農漁業輔導歷程的主要目的。宜蘭縣休閒農業區陪伴輔導師計畫自民國95年執行以來，其輔導成效受到農委會重視，農委會已於98年度委託台灣休閒農業學會在全國休閒農業區全面推動。宜蘭縣休閒農業區陪伴輔導師計畫能獲得肯定，並為全國休閒農業區開創新的輔導方式，這是眾多產、官、學夥伴們共同努力、支持與配合的成果。

Yilan County has many unique ecological resources and beautiful natural landscapes with less industrial pollution. The typical rural lifestyle and the primitive rural scenery render Yilan County the most suitable place for residence and an ideal place for leisure activities. Under the full support and guidance by county government, town offices, and local farmers' associations, the development of leisure agriculture has become one of the exceedingly important plans in Yilan County. For many years, the government has actively helped many farmers to transit from traditional agriculture to leisure agriculture, and has made good use of agriculture and leisure resources. Although Yilan County was not developed on industry and commerce, it has made good use of its agricultural resources to develop business opportunities. Industry, government, and academia work together with efforts to develop the leisure agriculture in Yilan County, which makes Yilan County a model of developing leisure agriculture for central and local govermments.Yilan develops its leisure agriculture industry under the help of industry, government, and academia. Also, it strengthens the partnership among central government, local government, civil society and residents, and creates a win-win situation under the companionship of counselers and the education and training of the division of the strategic alliance team. Such partnerships, might be worthy for other rural communities to refer to as guidance and as development.From learning experience to grow in leisure agriculture and fishery camp, and the companionship of counselors, we can clearly see leisure agriculture and fishery organizations in the growth of human interaction, not only to promote rural leisure agriculture and fishery development, but also to achieve the guidance of another connotation-educates human. In the process, the creativity, ideas, communication, modification and growth of all the participants, including the rural residents, leisure agriculture and fishery dealers, the central and local government officials in the counselling or the scholars and the experts, are of value. The purpose of this paper is to record, to review and to share the valuable experience of the counselling program of leisure agriculture and fishery.The implementation evidence of the Yilan leisure agriculture area counselling program since 2006 was significant, which attracted the awareness of the Council of Agriculture. In 2009, the Council of Agriculture decided to promote the counselling program nationwide, and commissioned the Association of Taiwan Leisure Farming to implement the program. The Yilan leisure agriculture area counselling program has obtained affirmation and open up new guidance for the national leisure agriculture areas. This is the results of partnership of many industry, government, and academia members.
