綠色產業發展趨勢

Development of the Green Industry Concept

摘要


全球氣候變遷問題已經不是危言聳聽的話題,而是確實發生在我們生活周遭的現象,當人類警覺氣候異常、生態系破壞等等現象不斷地重複上演,甚至日益嚴重,我們不得不捫心自問人類的開發到底出了什麼問題。此刻,停止開發勢必是不可行的方向,因此,如何在持續開發以提升人類生活便利的同時,亦能兼顧到環境及能源永續的問題,這不僅是環保團體也是全民共同最關切的議題。『綠色產業』則是在基於降低環境衝擊及兼顧產業發展的理念下,所被重視及發展的新興產業,國內外綠色展業的發展逐漸成爲主流,生態資本主義取代傳統資本主義及生態基本教義,爲達到產業與環境資源的雙贏局面,環境管理系統的面向日益擴大,從最低層次的管末處理逐漸發展到高層次的工業生態及永續發展。在全球有限的資源下,降低環境負荷的產業才能永續經營,因此,可以想見未來綠色產業將取代多數傳統產業;換言之,傳統產業在環保意識高漲的此時,若要提高其產業競爭力,則必須有效將環境及能源問題放到產業發展的核心工作中,效率革命將是未來綠色產業發展的一大重點,而以創新的環保技術爲基礎、健全的環保政策提升誘因爲後盾,將是綠色產業推動成敗與否的關鍵。

Global climate change has become a matter of international concern. Although climate change is a natural phenomenon, many researchers think that human activities increase both the rate and the direction of this change. Regional climate changes have already impacted many natural systems. Therefore, people of all nations should face this problem and seek a way to balance economic development and environmental protection to reach the goal of sustainable development. The green industry concept, also called environmental industry, has gradually replaced traditional industries on the basis of the concept of sustainable development. In traditional environmental management systems, waste disposal and both treatment and control of pollution are typically applied. However, cleaner production and industrial ecology are now commonly used in the production chain. Environmental policy can promote the development of the green industry concept. This report introduces the concept and its current development in Taiwan and other countries. The potential development of the concept, e.g., environmental markets, is also discussed herein.
