以漁民之視角再析臺日漁業協議意涵

An analysis of Implications of the Fisheries Agreement between Taiwan and Japan: From the fishermen's perspective

摘要

本文主要透過漁民的視角，分析「臺日漁業協議」之影響與意涵。臺日在經過17年和17次談判，終於在2013年4月10日完成漁業協議之簽署。本文首先將運用新自由制度主義解釋國家為什麼可以進行合作，合作帶來什麼好處。但類似研究大多從國家的立場分析此次協議的意涵，為了補足相關研究之不足，因此本文透過漁民的訪問進一步探析漁民對協議之認知，以及協議對漁民產生之實質影響。研究結果發現，面對未來與日本之後續談判，漁民最希望政府能在「漁具漂流問題」及設立「執法緩衝區」之議題上，與日本進行談判並爭取漁民最大權益。

During the past seventeen years with the seventeen negotiations involved, Taiwan and Japan finally signed up the ”Fisheries Agreement” on 10 April, 2013. This article is to find out how the agreement affects the fishermen. In order to achieve this goal the article uses the view from fishermen. The first part of the study is to introduce ”Taiwan-Japan Fisheries Agreement”, then using Neo-liberal Institutionalism to explain how to cooperate with across Nations, and what benefit can cooperation bring to countries. Using the contents of the Agreement and other scholar's researches concludes the impact from the agreement. The researcher found that no matter from the theoretical analysis, government documents, or academic studies, the meaning of the agreement was mostly from the country's position. The researches from the perspective of the fishermen were relatively lack on the studies. In order to bridge the gap of research, this study conducted the interview in person to know fishermen's cognition about the agreement with more details. The study found that the follow-up negotiations with Japan, most of the fishermen hope that the Taiwanese government can deal with ”Fishing Tackle drifting” problem, and also establish the ”Law enforcement Buffer” in order to gain and protect the best benefits for the Taiwanese fishermen in the future.
