Yes or No?-Research for the Sayings of Li DeYu's "Envy the Imperial Scholars" and "Encourage the Scholars Who Were Born in the Poor and Bad Family"

Li DeYu was born in a good and wealth family. His father was an important officer in the Tang Dynasty. And then, he was not an imperial scholar. However, on the other side of him, the leader of Niu Party, Niu SengRu, was born in a poor and bad family, and he was an imperial scholar. Therefore, somebody said that Li DeYu was envying imperial scholars. But somebody said that he was encouraging the scholars who were born in the poor and bad family. The two sayings which one is true and which one is not true? The article will research the two sayings and research Li DeYu use which standards to choose people to be officer.
