建構會議管理策略地圖-以立法院會議為例

Construct the Strategy Map for Meeting Management-A Case for the Legislative Yuan of Taiwan

摘要


一個會議有效的進行,可以達成會議之目的,降低運作成本,達成人力資源、效率化,具有重要的意義。立法院為我國最高立法機關,其所進行的議會主題大多數與民生議題相關,議會決議涉及全體人民最大福祉,本文之研究目的為研擬並提出會議管理策略,提供立法院會議管理之策略方向。先以價值鏈串聯立法院議事,採平衡計分卡四大構面以提升立法院會議績效為目標,提出11項策略主題, 33項工作項目,66項工作計劃。訪問10位國會助理、主任,透過AHP專家系統分析結果顯示,顧客構面中以提升民眾滿意度為最重要之策略主題,在內部流程構面中以建立顧客關係管理為最,在學習與成長構面中以提升工作人員專業能力為最,在財務構面中以有效運用固定資源為最;並經策略主題之次權重比值發展成次流程,學習與成長構面的提升工作人員專業知發展至內部流程構面的會議流程管理,接著發展至財務構面的極大化成本效益,最後是顧客構面的會議內容透明公開化。無論策略主題之權重比值大小,均有其存在意義,可建構出策略地圖之關鍵流程,由學習與成長構面的建立專業團隊發展至內部流程構面中的落實法規檢討修正,發展至財務構面中的極大化成本效益,最後是顧客構面的設立客觀的監控方式。本文透過策略地圖的建構,提出具效率之立法院會議執行策略流程,以達成立法院最終的目標與願景。

The Legislative Yuan is the highest level of legislature of the Republic of China. The issues discussed in sessions of the Legislative Yuan where decisions critical to the welfare of society are made are mostly concerned with people's lives. To promote the performance of Legislative Yuan is thus a basic concern of people. The purpose of this research is to construct Strategy Maps to promote the effectiveness of session management in the Legislative Yuan, making a procedure to implement strategies, so that the mission of session management can be achieved. Based on the four perspectives of Balance Scorecard, eleven strategies, thirty-three working targets and sixty-six working plans were developed. Two stages of questionnaire surveys were made in the research. The first stage is based on an expert interview, and the second is a questionnaire survey based on AHP. Ten Congress assistants were interviewed. The results were analyzed by AHP, from which a relative weight of each hierarchy was obtained. Then a Strategy Map to promote the effectiveness of session management is constructed based on the results, strategy topics and working targets. Three procedures, which include the main procedure, the secondary procedure, and the material procedure, are proposed in conclusion. The main procedure of the Strategy Maps is to enhance expertise of the working staff, to engage in management of customer relationship, to use resources available effectively, and to raise people's satisfaction. The secondary procedure is to enhance professional knowledge of the working staff, to engage in management of the procedure, to maximize cost-effectiveness, and to make sessions open to the public. The material procedure is to organize professional teams, to make review or revision of law, to maximize cost-effectiveness, and to establish an objective way to monitor.
