摘要

本文的目的在探討資訊科技運用於政治與治理，分析現代電子科技的特性是否可提升人民政治參與和民主實踐。初步認為資訊科技運用於政府行政執行面，可大力增加效率，人民也享受便利的服務，但在政治參與和反應民意方面，資訊科技受限於多項因素（如數位落差），可能導致政治參與不對稱與民意遭到扭曲的現象。因此結論認為在政治民主方面，運用資訊科技應審慎為之，電子化政府的首要目標還是在行政執行面，提升效率，提供便利服務。

The purpose of the paper is to discuss employing modern information technology in political governance so as to enhance political participation and democracy. After analyzing major features of e-technology, the primitive finding is that e-technology definitely increases executive efficiency and at the same time people receives better government services. However, on political participation and people's feedback, the government might receive asymmetric or skewed public opinions due to digital divide or other factors. The conclusion is e-technology is a good tool to administrative efficiency, but the government must be careful in using it in enhancing political democracy.
