日本憲政體制係該國傳統承繼與同盟國佔領當局指導下修正完成，由於日本國憲法第9條明確該國放棄享有戰爭權利，長期遭受日本政界與學術界爭議，持修憲見解者認為和平憲法可能構成對於日本「正常國家」的障礙，並且危害國家安全的維護，尤其在近期應對中華人民共和國崛起、強化美日安保與朝鮮半島問題上，更加被動與侷限，但從另一方面而言，主張護憲見解者則指出，該國過往發動第二次世界大戰，造成人類文明與該國的戰敗應予反省，和平憲法條款正是基於克服過去所制定，不應輕言廢棄。在日本近年的政治發展歷程中，更圍繞是否修憲而展開的政治博弈過程，憲法學界也針對戰後日本的憲政價值進行熱烈論辯。2017年日本內閣總理大臣安倍晉三「突襲式」解散國會，舉行重新選舉，在野黨尚未整合下，面對作風強勢的自由民主黨，於議會選舉遭遇大敗，安倍內閣得以掌握國會多數和行政部門，一舉跨越修憲門檻。
