摘要

本研究目的在解析澎湖休閒漁業的現況，並對未來發展提出建議。根據專家的深入訪談研究分析得知：澎湖可發展之休閒漁業項目多樣化，但在發展階段中規劃並不完善，如何有計畫的輔導漁民，並增加其投入休閒漁業之意願是當前首要做的工作。這些工作皆有賴縣府建立相關法令規範休閒漁業活動，並建立輔導漁民與業者機制。而研究結果發現，現階段休閒漁業帶來的效益只是提供漁民兼營的機會，讓漁民增加額外的收入僅此而已。在促進漁業升級、改善漁民生活品質、自然景觀和傳統文化維護等各方面，可以再做的更好。

The objective of this research is to understand the status of leisure fishery in Penghu and make suggestions for its future development. According to the expert interview, the leisure fishery in Penghu can be developed diversified but it is not well planned. It is important to advise and support fisherman to work for leisure fishery. However, these jobs need to be done through county government by making rules regarding leisure fishery activities and establishing advising system for supporting fisherman and related businessmen. This research finds that at current stage leisure fishery only offers fishermen part time job and extra income. It is important issue to enhance the fishery industry, improve fisherman's living quality, natural landscape, and traditional fishery village culture.
