研究型大學通識教育評鑑結果之剖析暨檢討與改進

On the Analysis of the Evaluation of General Education in Research-Oriented Universities

摘要


為瞭解我國大學通識教育實施情形與成效,教育部自民國九十二年起開始推動「大學通識教育評鑑先導計畫」,並於九十三年三月至五月,針對國內七所參與教育部「推動研究型大學整合計畫」、以研究為導向、資源較為豐富的重點大學,包括台灣大學、清華大學、交通大學、成功大學、中央大學、陽明大學、中山大學,進行通識教育評鑑。此乃繼八十七年由教育部委託中華民國通識教育學會進行全面性的大學校院訪評之後,一次以屬性相近的特定學校為範疇的評鑑。由於本次評鑑在準備工作、評鑑流程、結果分析上,態度與過程嚴謹,負責執行評鑑工作之事務單位亦十分認真規劃與執行,且評鑑結果都針對每一評鑑項目提出優缺點的具體評語及建言,最終亦都針對每一個學校給予整體觀感及項目評等(以A、B、C、D計)之總結,因此,評鑑結果十分具體,相當值得各校改進參考。本文主要參考評鑑報告書撰寫而成,除說明評鑑緣由與程序外,並針對各評鑑項目進行剖析,另以中山大學為例進行檢討與改進,希望藉此分析與檢討更深入瞭解通識教育的本質與內涵,並確立改革方向與動力,進而達到藉評鑑張力激勵改進之最終目標。

In order to understand the development and assess the effectiveness of general education programs in colleges and universities in Taiwan, the Ministry of Education (MOE) initiated a pilot project on the evaluation of general education in 2003. Between March and May of 2004, the project took charge of its first phase of evaluation on seven major universities that participated in the Research-Oriented University Integration Project sponsored by MOE, including National Taiwan University (NTU), National Tsing-Hwa University (NTHU), National Chao-Tung University (NCTU), National Cheng-Kung University (NCKU), National Central University (NCU), National Yang-Ming University (NYMU) and National Sun Yat-sen University (NSYSU). It was the first time that the evaluation was conducted upon a group of universities possessing a comparable resource basis. With a rigorous procedure and an all-around consideration, the evaluation report was meticulously written, providing many concrete comments and concluding with grades (from A to D) in each evaluation category. Therefore, it is a useful source of reference for future development on general education for all colleges and universities. This article is an analysis of the evaluation results based upon the report; in particular, a detailed discussion has been made on the improvement measures taken by NSYSU. The hope is to achieve the ultimate goal of elevating standards of general education through evaluation.
