英、美、日本、中國大陸與我國中高階文官訓練制度之探討比較

摘要


中高階文官之培育或訓練制度是各國政府機關人力運用與發展之主要骨幹,政府機關的中高級公務員是其事務官的高層或精英,承上啟下,但須有系統化的培育與訓練,使人才蔚為國用。現代化民主型國家如英、美、日本等國如此,崛起中的中國大陸人事培訓制度也是這樣,但各國訓練法制,機關與訓練措施不一,各有千秋。我國近數十年來訓練制度在考試院與行政院推動之下,也有其特色,但各國制度相互比較,便見優劣有別,「他山之石、可以攻玉」。本文的探討分析將以法制研究法,比較研究法等架構,分別研討評比,以期深入。

Training and development system of middle and higher Civil Service is the fundamental turning point of human resource utilization and development. The higher civil servant is the higher level or elite of world government authorities.The main point is how to train and develop their capabilities and potentialities. Thus it is important to build up the comprehensive training system, for instance, England U.S. Japan, etc, are the good examples for the most countries .As for the mainland China, its civil service training has also progressed in recent years. The training systems of these countries in this article have some different characteristics. It is needed to study and compare deeply.
