由國家競爭力觀點分析越南吸引台商投資之因素

摘要

1994年政府在「戒急用忍」的理念下，提出「南向政策」，制定「加強東南亞地區經貿工作綱領」，引領台商對東南亞投資的一股風潮。自兩千年之後，政府對於台商前往中國大陸投資採取「積極管理、有效開發」的態度，加上分散投資風險與東南亞區域整合的趨勢，鼓勵台商持續南向。在這一波新南向熱之中，越南已經成為台商主要投資據點。越南吸引台商的主要因素為何？越南在世界經貿體系中本身的國家競爭力又是如何？本研究將以SWOT模式為分析架構。透過文獻分析與深入訪談方法，就不同角度理解現今越南的政治經濟現況、投資環境、外資進入模式以及即將面臨的挑戰，並對未來台商的越南投資提出建議。

In the year 1994, under the metaphor of ”Abstain from eager and endure”, the government had proposed ”Toward South” policy and the established ”The principles on the economical trade enhancements in Southeast Asia Region”, and had contributed a wave of investing in Southeast Asia. Since the year 2000, because of the Taiwanese governments' point of view in investing in China is being ”Aggressive management and efficiency development”, risk separation in investments, and also the reunion in Southeast Asia region, the governments kept encourage in investing south. In this trend of investing south, Vietnam had become on of the major investing country. The question is, why had Vietnam become so attractive to Taiwanese businessman, and what is Vietnam's nation competitive in global economy? This research will analysis the pattern by using SWOT model, via documentary analysis and interviews, to interpret the economical and political conditions, investing conditions, procedure of FDI in Vietnam, and emerging challenges from different point of views in Vietnam nowadays.
